The Noyo Harbor District was granted sovereign tide and submerged lands in trust in 1961 for the establishment, improvement and conduct of a harbor, airport or aviation facilities, and for the construction, maintenance and operation of wharves, docks, piers, slips, quays, and other utilities, structures, facilities, and appliances necessary or convenient for the promotion and accommodation of commerce and navigation by air or water.

The District is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
