The Noyo Harbor District was granted sovereign tide and submerged lands in trust in 1961 for the establishment, improvement and conduct of a harbor, airport or aviation facilities, and for the construction, maintenance and operation of wharves, docks, piers, slips, quays, and other utilities, structures, facilities, and appliances necessary or convenient for the promotion and accommodation of commerce and navigation by air or water.

12/16/1982 (26) Approval of an Exchange Agreement among the Noyo Harbor District, Wharf, Inc., and the State Lands Commission, affecting a 0.87 acre parcel in Noyo Harbor, Mendocino County, with a lease back to the Noyo Harbor District.
Statute Description
Chapter 555, Statutes of 1961 An act to convey certain tide and submerged lands, situated in Mendocino County, to the Noyo Harbor District, in furtherance of navigation, commerce, and fisheries upon certain trusts and conditions, and providing for the government, management, use and control thereof.

The District is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.

AB 691 – Proactively Planning for Sea-Level Rise Impacts

AB 691 (Muratsuchi) Chapter 592, Statutes of 2013, involves sea-level rise and granted public trust lands. Assessing the impacts of sea-level rise on these lands is a management priority for grantees.
