State Lands Commission, Ports of Long Beach and Humboldt Announce Offshore Wind Energy Partnership

Sacramento – Today, the California State Lands Commission and the ports of Long Beach and Humboldt announced an agreement to advance floating offshore wind energy development off the California coast through a comprehensive framework founded on coordination and collaboration to facilitate critical port infrastructure upgrades needed to support offshore wind.

Offshore Wind Energy Development

The Commission is the CEQA lead agency for offshore wind energy projects. The Commission also participates in planning and management initiatives to sustainably develop floating offshore wind in federal waters off the California coast. The Commission, along with other state and federal agencies, collaborates to advance renewable energy goals, including the Biden-Harris administration’s goal to deploy 30 gigawatts of floating offshore wind energy by 2030. Together we are diligently and carefully prioritizing approaches that protect California’s environmental, cultural, and socioeconomic resources while advancing California’s renewable energy goals.

Port Readiness Plan

The AB 525 Port Readiness Plan, published by the State Lands Commission, assesses the necessary investments in California ports to support offshore wind energy activities, including construction, assembly, and operations and maintenance.

Workforce Development Readiness Plan

The purpose of the AB 525 Workforce Development Readiness Plan, published by the State Lands Commission, is to recommend workforce development efforts ahead of the necessary seaport investments and activities identified in the Port Readiness Plan.

Alternative Port Assessment Report to Support Offshore Wind Project

The Commission announces its intention to hire a consultant to provide environmental services for the Alternative Port Assessment to Support Offshore Wind Project. The purpose of this Solicitation is to initiate the process by which the Commission will contract with a firm with the appropriate qualifications to assist in preparing an Alternative Port Assessment to support offshore wind. Proposals should be submitted by Wednesday, June 1, 2022, at 5:00 p.m.
