This report will show that the administration of State oil resources by the Commission and the Lands Division has been wholly unacceptable by any standards. Furthermore, the report will conclusively demonstrate that the Commission and its staff are totally lacking in the expertise necessary to develop and administer the State’s oil leases. Failure to use ordinary prudence in marketing the State’s
crude oil has unnecessarily caused the loss of millions of dollars in State revenues and has slowed the development of a most valuable resource.
