In 2003 the legislature granted state sovereign lands in the former Hunters Point Naval Shipyard to the San Francisco Redevelopment Agency. The State Lands Commission was also authorized to exchange lands with the Redevelopment Agency. In 2009 this grant was reauthorized and expanded to the adjacent Candlestick Point area. The legislature then abolished redevelopment agencies statewide in 2011. The City and County of San Francisco chose to vest the former Redevelopment Agency’s property and responsibilities in the San Francisco Office of Community Investment and Infrastructure (OCII). OCII is a separate legal entity from the City and County of San Francisco but is controlled by the City.
